Firstly, you wouldn't use this tutorial on its own to show a picture. It would be used as part of a background or button. I am just doing it on a picture to make it easy for you to see what it is happening. Ok? Good. Learn!

New Document |  |
Start off by opening your original image. This is mine. ;)

Using Marquee Tool |  |
Now using the Single Column Marquee Tool ,
select a row off center of your image.

Insert New Layer |  |
Press Ctrl + c (or Edit > Copy) and insert a new layer (Ctrl + Shift + n).
Paste the column on the new layer (Ctrl + v). You probably can't see the difference at the moment.

Free Transform |  |
Press Ctrl + t (or Edit > Free Transform) and drag the middle-right (or middle-left) handle out the same side.
Press enter and you are done. As I said before, it isn't much of an effect on it's own, but can be quite effective if used in a background or behind text.
